The 'Test' button in the Login Profiles preference starts a CVS test thread which tries to connect to the specified CVS server using the given login details.

This happens asynchronously and if the connction to the server is slow, it can take a while. If a server does not respond, the timeout (which can be set in the login profile) expires before an error dialog is displayed.
